Mr. Norman Stanley Mitchell founded the Millicent based company in 1945 working to supply homes for the housing trust and registering the name N.S. & E.M. Mitchell.

EMPAK Homes would become a reality in the early 1980's coinciding with Michael Mitchell taking up an administrative role with the company that would eventually see him assume the role of Managing Director.

The mid 1980's would see the commencement of the Conroe Heights Development which would lead to the company relocating to its current Mount Gambier base.

The early 2000's would see both Clint and Heath Mitchell join the company as Construction Manager and Business Development Manager respectively.

From humble beginnings Norman Mitchell has seen his company lead the local industry through over half a century of change, and he attributes the companies success to it's ability to listen, understand and then adapt to become stronger as the result.

Managing Director Michael Mitchell's design philosophies have seen EMPAK Homes design and construct some of the regions premier homes, ranging from traditional elegance to cutting edge modern style.

Perhaps EMPAK Homes greatest achievement is the Conroe Heights development, ultimately housing some 4,000 residents Norman Mitchell reflects " Conroe Heights is a development Mount Gambier can be proud of".
